Matthew Garrity
President

Matt has been with Benton County since 2003. At CENCOM he worked his way up from Call Taker to Dispatcher, Supervisor, Manager and now Director. Matt is married to Teresa and has 2 sons, 1 grandson and 1 granddaughter. Prior to CENCOM, Matt worked for the Eaton Corporation in Shawnee Oklahoma for 18 years where he was leader of the Emergency Response Team (ERT) which consisted of Fire, Medical, and Hazmat units. At the Eaton Corp, he was in charge of all training, resource management, and coordination with outside agencies. He joined the American Red Cross (ARC) after the Oklahoma City Federal building bombing. After a couple of years training he became leader of the Disaster Action and Assessment Team (DAT). Matt coordinated all training and field teams during Disasters. While at the Red Cross, he worked 2 ice storms and several tornados, one of which included the May 3rd 1999 F5 tornado which hit central Oklahoma. 

Matt has been a volunteer for Department of Emergency Management (DEM) in Oklahoma and is currently a volunteer here in Benton County. He has an educational background in Computer Science and Disaster Preparedness. Matt is committed to continuous training to insure that we serve the citizens of Benton County and the State of Arkansas with professionalism.

Joshua Billis
Vice President

Benton County Emergency Services

Josh is originally from Cheyenne Wyoming where he was a Deputy Sheriff of his home county, as well as a graduate from the Wyoming Law Enforcement Academy. While living in Arkansas, he states he has been privileged to work as a volunteer Fire Fighter and Training Officer for Benton County Water Rescue. Josh has also spent time working as a part time Police Officer for a couple of the smaller cities in Benton County. Even though Josh has resigned from most of his volunteer commitments, he is currently volunteering for the Department of Emergency Management and instructing Health and Safety classes for the Red Cross. Above all, Josh has a beautiful son who was born in 2003 who is his complete driving force. 

Josh has been with CENCOM since 2003 and has been a Dispatcher, Trainer, Supervisor, and now Manager. He feels CENCOM is proceeding in the right direction to protect the citizens of Benton County with progressive training and a caring, positive attitude. Josh wants nothing more than for the citizens of Benton County and the State of Arkansas to go to sleep and wake up every day knowing there are people ready to keep them safe.

Mary Kay Sullivan
2nd Vice President
Director, Benton County 911 Administration

Mary Kay has worked for Benton County, AR since 1989.  In 1997, she transferred from the County Clerk’s office to the 9-1-1 Administration office as Database Assistant and promoted to the Director of 9-1-1 Operations in 1998.  As Director she serves as Liaison between the county’s 4 PSAP’s and a 5 member 9-1-1 Administrative Board along with supervision of the 9-1-1 addressing and mapping of rural Benton County and 12 cities.

Since working for Benton County 9-1-1 Administration, Mary Kay has been to various ESRI and GIS classes, seminars and workshops, and was appointed for a 4 year term to the Arkansas State Land Information Board by Governor Huckabee.  She has been a member of both APCO and NENA since 1999.

Steve Harrison, NREMT-P
Treasurer
Assistant Chief, Central EMS (Fayetteville)

Steve has been involved in emergency services communication since 1986 when he started as a full time EMT at Central EMS. In those days they dispatched for 24 hours at a time on a rotating shift.

Steve has been married for 25 years to Janice. They have two children, a son who works for the Washington Co. Sheriff’s Office and a daughter in college to become a teacher. Steve and his wife also have a daughter-in-law who is a Dispatcher at Central EMS and two grandchildren, Cameron who is 6 yrs old and Jordyn who is 2.

Steve is an Assistant Chief at West Fork Volunteer Fire Department where he has been a firefighter since 1981. He likes to hunt, fish, ride his Harley Davidson, and spend time with his family

Gary "Bud" Gray
Secretary
Deputy Coordinator, North Little Rock Emergency Services

Bud started to work for the City of North Little Rock in 1990. He worked as a Dispatcher from January 1990 until March 1997 when he was promoted to Lead Dispatcher. In May of 2004, Bud was promoted to Deputy Coordinator. Prior to working for the city, he was a volunteer Firefighter with CS&Z Volunteer Fire Department. Bud was also a volunteer ambulance driver for the City of Lonok.

Don't know if you want this tid bit of information but, he states his hobbies are swimming, gardening, and landscaping. Bud also says he is pretty dull, but the people who know him, know that already!!

Shannon McCuin
Excecutive Council
Dispatch Manager, Washington County Sheriff's Office

Shannon has been with Washington County Sheriff’s Office since 2003 when she was hired as the Dispatch Manager. She has worked in public safety for 11 years and previously worked at the Fayetteville Police Department. 

She has been married for 15 years to Tim, and has 2 children, Taylor and Trevor. Her hobbies include riding her motorcycle, fishing, and scrap booking, but most importantly spending time with her family. She participates in several fundraising events and community outreach programs through the Washington County Sheriff’s Office and FOP Lodge #69. She also serves as the historian for the Sheriff’s Office and compiled a complete timeline for all Sheriff’s since the County’s inception in 1828.

 Shannon strives to ensure training and resources are available to keep our state on the forefront of public safety communications. She works with her dispatch team to keep others safe and be a calming voice to those in need.
